Filipos WOLDEYOHANNES

Filipos Woldeyohannes is an Eritrean national and a general whom the U.S. Treasury identified in 2021 as the Chief of Staff of the Eritrean Defense Forces (EDF), commanding all of the EDF forces that had been operating in Ethiopia. Treasury reported that the EDF were responsible for massacres, looting and sexual assaults, and that EDF troops raped, tortured and executed civilians. OFAC designated him in August 2021 for being a leader or official of an entity engaged in serious human rights abuse during the conflict in Tigray.
