ASSOCIATION BARAKA

Association Baraka is a France-based association, established on 13 October 2023 and listed by OFAC as a charity or nonprofit organization, that the U.S. Treasury describes as one of two affiliated entities providing critical financing to Hamas. Treasury says Faouzi Barika jointly established the association with Saleem Abdallah Saleem al-Zaq, a Gaza-based battalion deputy in the Hamas military wing, and uses it as a mechanism to solicit public donations that are sent to al-Zaq for transfer to Hamas. According to Treasury, the network presented its fundraising as humanitarian aid for civilians in Gaza, while Barika, Amel Oualid and al-Zaq collected more than $2 million for Hamas between 2020 and 2026. OFAC designated it on 2 October 2026 under SDGT.
