Saleem Abdallah Saleem AL-ZAQ
Saleem Abdallah Saleem al-Zaq is a Gaza-based battalion deputy in the Hamas military wing, according to the U.S. Treasury, which says al-Zaq oversees a financial network that has used money services businesses and cryptocurrency wallets to transfer significant funds to the Hamas Al-Qassam Brigades. Treasury says al-Zaq also served as a photographer in the Hamas media office and attended official Hamas events in close proximity to senior Hamas officials. According to Treasury, France-based fundraisers Faouzi Barika and Amel Oualid partnered with al-Zaq, raising money through purported charities and sending it to al-Zaq, including hundreds of thousands of dollars in cryptocurrency, for onward transfer to Hamas; al-Zaq co-founded Association Baraka with Barika and advertised the pair's fundraising accounts on social media. Treasury says the three collected more than $2 million for Hamas between 2020 and 2026, $1.5 million of it after the 7 October 2023 Hamas attack on Israel. OFAC designated Saleem Abdallah Saleem AL-ZAQ on 2 October 2026 under SDGT.
