'Federal State of Novorossiya'

The so-called "Federal State of Novorossiya" (Федеративное государство Новороссия) is the unrecognised union that the self-proclaimed Donetsk and Luhansk "people's republics" agreed to create on 24 May 2014. The UK says the agreement breaches Ukrainian constitutional law and threatens the territorial integrity, sovereignty and independence of Ukraine; the EU notes that Russia annexed both territories in October 2022. The EU listed it on 25 July 2014 and Canada on 6 August 2014; the UK designation is dated 31 December 2020, and Australia, which first listed it in 2014 under its Ukraine criteria, listed it again from 27 August 2023. It is a separate listing from the Movement "Novorossiya" of Igor Strelkov, even though the UK and Australian records include that movement's name among its aliases, and from OFAC's Novorossiya Party.
