Faouzi BARIKA

Faouzi Barika is a fundraiser operating from France who, according to the U.S. Treasury, runs purported charities that ostensibly raise money to aid civilians in Gaza while partnering with Saleem Abdallah Saleem al-Zaq, a Gaza-based battalion deputy in the Hamas military wing, to raise and transfer money directly to al-Zaq, who in turn funnels it to Hamas. Treasury says Barika jointly established Association Baraka with al-Zaq and uses it as a mechanism to solicit public donations that are sent to al-Zaq for transfer to Hamas. Treasury says Barika, Amel Oualid and al-Zaq collected more than $2 million for Hamas between 2020 and 2026, $1.5 million of it after the 7 October 2023 Hamas attack on Israel, and that Barika and Oualid sent hundreds of thousands of dollars in cryptocurrency to al-Zaq, who advertised their fundraising accounts on social media. OFAC designated Faouzi BARIKA on 2 October 2026 under SDGT.
