INTERNATIONAL CRIMINAL COURT

The International Criminal Court (ICC), headquartered in The Hague, Netherlands, is the world’s first permanent international criminal court established under the Rome Statute. It investigates and prosecutes individuals for genocide, crimes against humanity, war crimes and aggression, subject to the treaty’s jurisdictional and admissibility requirements. Its global mandate makes it a central institution in international criminal justice, complementing national courts when they cannot or will not genuinely act. On October 9, 2026, the Trump administration sanctioned the institution under Executive Order 14203, escalating its confrontation over ICC proceedings involving Israeli leaders and longstanding U.S. objections to jurisdiction over American personnel.
